Lake Norman officer charged with improper use of Flock to search for vehicle

A Mooresville police officer accused of misusing a controversial license plate reader database to search for a person’s vehicle was arrested Wednesday, according to court records.

Elizabeth Anne Snowman was charged with accessing computers to search for a vehicle using a Flock program “for purpose other than official law enforcement duties,” according to an arrest warrant.

The warrant had no further details. The Mooresville Police Department said it planned to address Snowman’s during an afternoon news conference on Wednesday.

Snowman was released on a $5,000 bond Wednesday, Iredell County court records show.

Multiple law enforcement officers, including a Charlotte-Mecklenburg police officer, have been arrested for misusing the controversial Flock security system.

A Charlotte-Mecklenburg police officer was arrested on July 29 on allegations of misusing the Flock camera system to search the license plate of a person buying drugs from his friend in Boone to see if they were an undercover police officer.

CMPD uses license-plate reading surveillance cameras but doesn’t own or operate any Flock cameras. However, Charlotte has an agreement with Flock to access devices at other agencies, according to CMPD.

In Greer, South Carolina, two officers were fired on June 26 after violating the city’s Flock camera policy. And Greenville County Sheriff’s Department fired two officers for misusing the agency’s Flock cameras this summer, the Post and Courier reported.
