Prices for veterinary care and pet insurance <a href=\"https:\/\/www.avma.org\/news\/veterinarians-report-increasing-price-sensitivity-decreasing-visits\" rel=\"Follow\" target=\"_blank\">continue to climb<\/a>, and for pet owners who may be unable to afford thousands of dollars for an unforeseen emergency surgery, those health issues could mean surrendering the dog to adoption, or in extreme cases, turning to euthanasia.<\/p>\n<p>\u201cYes, it is a very privileged thing to say, \u2018Well, you just need to take them to the vet,\u2019 because there are a lot of people for whom that\u2019s not an option,\u201d Gerber said. \u201cBut the flip side is that you cannot let a sentient creature suffer because you don\u2019t have the means to get care. You need to surrender them for someone else to help.\u201d<\/p>\n<p>Protections could be growing in North Carolina for providing an animal with adequate veterinary care. A new piece of legislation could provide more protections and explicit definitions to aid law enforcement in identifying and prosecuting animal abuse and neglect.<\/p>\n<p>Duke\u2019s Bill, first introduced in 2025 and currently under review in the  legislature, would  outline the minimum standards for adequate care.
