Can they weather it at once?"},"content":{"rendered":"<p>A <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315668840.html\" rel=\"Follow\" target=\"_blank\">mayor leaving her post<\/a> less than halfway through her term and handing over power to an <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316247453.html\" rel=\"Follow\" target=\"_blank\">interim leader who has never held elected office.<\/a><\/p>\n<p>Read more <a href=\"https:\/\/charlotterelocationguide.com\/?p=2594\">Sam Page sues Phil Berger\u2019s son, alleging interference in NC Senate campaign<\/a><\/p>\n<p>A county social services department <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315991686.html\" rel=\"Follow\" target=\"_blank\">under state scrutiny<\/a> over the gruesome death of a 6-year-old girl.<\/p>\n<p>A school <a href=\"https:\/\/www.charlotteobserver.com\/news\/local\/education\/article316161947.html\" rel=\"Follow\" target=\"_blank\">superintendent put on leave<\/a> pending an investigation.<\/p>\n<p>Any of those single news events would send shockwaves through a community. All three occurred in Charlotte since May, only about a year after the city faced <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article312081005.html\" rel=\"Follow\" target=\"_blank\">questions over a secretive settlement<\/a> with its outgoing police chief and the fallout from a <a href=\"https:\/\/www.charlotteobserver.com\/news\/local\/crime\/article316053011.html\" rel=\"Follow\" target=\"_blank\">heavily politicized murder on public transit.<\/a><\/p>\n<p>The changes and controversies have roiled Charlotte at a time when trust in government at all levels is down. That could further drive down political engagement in a community that already has a reputation for low voter turnout, <a href=\"https:\/\/www.catawba.edu\/michael-bitzer\/\" rel=\"Follow\" target=\"_blank\">political scientist and pollster Michael Bitzer<\/a> said.<\/p>\n<p>\u201cIt\u2019s simple human nature. If (voters) see a system that they don\u2019t believe is working, especially for their benefit, they\u2019re likely to say, \u2018You know what, I don\u2019t need to participate,\u2019\u201d said Bitzer, the director of Catawba College\u2019s Center for North Carolina Politics &amp; Public Service.<\/p>\n<p>Longtime Charlotte political leaders and experts say it will be crucial for elected officials to focus on communication and the values that propelled them into office in order to weather their current issues and keep the community engaged.<\/p>\n<p>\u201cYou have to come back to first principles, first principles being that your ultimate responsibility is to provide a service to the public, and taking that responsibility seriously, even when things are difficult,\u201d former Charlotte Mayor and U.S. Transportation Secretary Anthony Foxx told The Charlotte Observer.<\/p>\n<p>Outgoing Charlotte Mayor Vi Lyles upended city government in May when she <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315660315.html\" rel=\"Follow\" target=\"_blank\">announced her intentions to step down<\/a> June 30. She provided no reason for the move beyond wanting to spend more time with family. But she\u2019s missed more than a third of council meetings since December, <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315729086.html\" rel=\"Follow\" target=\"_blank\">the Observer reported previously<\/a>, marking the lowest attendance rate of her tenure amid whispered speculation about her ability to manage meetings.<\/p>\n<p>While Lyles made history as the first Black woman to lead Charlotte and secured significant policy wins during her five terms as mayor, she faced <a href=\"https:\/\/www.charlotteobserver.com\/sports\/nfl\/carolina-panthers\/article289411400.html\" rel=\"Follow\" target=\"_blank\">questions about transparency<\/a> and, at times, criticism for her handling of major issues such as public safety.<\/p>\n<p>Robert Harrington, an attorney with a long history of involvement with civic and nonprofit boards but no experience as an elected official, <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316331244.html\" rel=\"Follow\" target=\"_blank\">becomes mayor Wednesday and will finish Lyles\u2019 term<\/a>. He\u2019ll lead a city trying to stave off <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316326620.html\" rel=\"Follow\" target=\"_blank\">paying millions of dollars<\/a> to get out of an unpopular highway project and City Council members <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316312812.html\" rel=\"Follow\" target=\"_blank\">likely to run against each other<\/a> for a full term as mayor.<\/p>\n<p>At the county level, the North Carolina Department of Health and Human Services<a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315840871.html\" rel=\"Follow\" target=\"_blank\"> ordered Mecklenburg to address problems<\/a> with its social services department uncovered by an investigation into the death of Dominique Moody or risk a state takeover. The 6-year-old died in December showing signs of abuse and malnourishment.<\/p>\n<p>Leadership of the North Carolina House Oversight Committee <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316010778.html\" rel=\"Follow\" target=\"_blank\">lambasted county leadership<\/a> for their handling of the case at a June hearing and have since<a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316091009.html\" rel=\"Follow\" target=\"_blank\"> called for Mecklenburg\u2019s district attorney to conduct criminal investigations<\/a> into county social services employees involved with Moody\u2019s situation. A bill named for the child to create a new statewide child abuse investigations team is included in the <a href=\"https:\/\/webservices.ncleg.gov\/ViewNewsFile\/117\/S257-CCSNExr-2%20v78\" rel=\"Follow\" target=\"_blank\">state budget proposal unveiled Tuesday.<\/a><\/p>\n<p>And the Charlotte-Mecklenburg Board of Education announced in mid-June that Superintendent Crystal Hill was <a href=\"https:\/\/www.charlotteobserver.com\/news\/local\/education\/article316267308.html\" rel=\"Follow\" target=\"_blank\">on paid leave pending an investigation<\/a> into \u201cmatters involving administrative and operational oversight.\u201d Hill has defended her record, saying she was \u201csaddened\u201d by the board\u2019s actions but would cooperate with the investigation. The district has been plagued by frequent turnover in its top job in recent decades.<\/p>\n<p>Can Foxx remember a time when all three main wings of local government in Charlotte were dealing with such big changes and controversies? Foxx said while there have \u201cbeen periods of great tumult in local government in Charlotte,\u201d they were \u201cmaybe not all these things happening at the same time.\u201d<\/p>\n<p>Charlotte\u2019s drama comes as voters across the country struggle with faith in their elected leaders. Only 2% of Americans said they trust government to do what is right \u201cjust about always\u201d in <a href=\"https:\/\/www.pewresearch.org\/politics\/2025\/12\/04\/public-trust-in-government-1958-2025\/\" rel=\"Follow\" target=\"_blank\">Pew Research Center\u2019s most recent polling<\/a>. Just 15% said they trust government \u201cmost of the time.\u201d<\/p>\n<p>\u201cWhile trust in government has been low for decades, the current measure is one of the lowest in the nearly seven decades since the question was first asked by the National Election Study,\u201d Pew said in December.<\/p>\n<p><a href=\"https:\/\/news.gallup.com\/poll\/512651\/americans-trust-local-government-congress-least.aspx\" rel=\"Follow\" target=\"_blank\">Local governments have typically fared better<\/a> than their state and federal counterparts in opinion surveys. But increased partisanship and polarization at the local level can drive up negative views of municipal government, Bitzer said. And controversies won\u2019t help buck that trend, he added.<\/p>\n<p>\u201cWhen there is continued controversy kind of spread across multiple governing layers, the biggest hit is probably civic trust,\u201d Bitzer said. \u201cWe know in general that trust in government is fairly low, especially at the federal level, but things of this nature tend to impact the level of government that has the greatest effect on the average citizen. I think that there would probably be some impact when it comes to trust in government at the local level.\u201d<\/p>\n<p>While most people still care about the aspects of local government that impact their daily lives, from trash pickup to the state of parks and schools, Bitzer said it\u2019s easier for residents to disengage from what\u2019s going on in the community in today\u2019s fractured media environment where people can pick up and choose what news they want to hear.<\/p>\n<p>Read more <a href=\"https:\/\/charlotterelocationguide.com\/?p=2592\">For first time in 25 years, American adds Charlotte service to SW Florida city<\/a><\/p>\n<p>\u201cIf people are seeing a system in controversy and chaos, is there much to blame them for saying, \u2018You know what, I\u2019m just going to tune out and focus on the World Cup or something else?\u201d he said.<\/p>\n<p>Mecklenburg County already <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/election\/article314921352.html\" rel=\"Follow\" target=\"_blank\">struggles with typically low voter turnout<\/a>, and <a href=\"https:\/\/vote.mecknc.gov\/voterdemographics\" rel=\"Follow\" target=\"_blank\">Charlotte\u2019s heavy Democratic lean<\/a> likely won\u2019t help draw people back into local politics, Bitzer added.<\/p>\n<p>\u201cIt\u2019s just another reason for voters to maybe consider throwing up their hands,\u201d he said.<\/p>\n<p>Former Mecklenburg County Commissioner Pat Cotham offered a slightly more optimistic view on whether recent controversies will increase the number of people tuning out local politics.<\/p>\n<p>\u201cI think there are people who check out, but I don\u2019t know if they\u2019re people who were really involved in the beginning,\u201d said Cotham, who spent 12 years on the Board of County Commissioners and has been involved in local politics even longer.<\/p>\n<p>Cotham worries about people avoiding difficult but necessary conversations about government and politics in an era of hyperpartisanship.<\/p>\n<p>\u201cThe biggest thing I see that I worry about is so many people are in a bubble, and they\u2019re in an echo chamber,\u201d she said. \u201cAnd you have to talk to people who think differently.\u201d<\/p>\n<p>Elected officials need to prioritize communicating with their constituents and helping lead those complicated conversations to get through tumultuous times, Cotham said. She recalled, for example, going out with a clipboard during her county commission tenure to collect opinions from hundreds of residents when deciding how to vote on whether to allow people to carry weapons in parks.<\/p>\n<p>\u201cIf you talk to the people, and then people see you, then you start gaining trust,\u201d she said.<\/p>\n<p><a href=\"https:\/\/www.mattlehrman.com\/\" rel=\"Follow\" target=\"_blank\">Matt Lehrman,<\/a> who works with local governments across the country to help them learn how to talk through sensitive issues, offers similar advice.<\/p>\n<p>\u201cI always start by asking local leaders to think about their oath of office and what the promise was that they made,\u201d Lehrman said. \u201cBecause you know we campaign with all the fierceness and wedge issues and ferocity and all the things that are designed to get people to turn out, but when you win an election and you take the oath of office, and you actually stand there and make a promise. The oath actually means something.\u201d<\/p>\n<p>It\u2019s important for elected officials and community members to talk about their values and how they \u201cexpect to engage with each other\u201d in addition to talking about issues themselves, Lehrman said.<\/p>\n<p>\u201cI would argue to the elected bodies, to elected officers that they own the process and that their job is to establish values that make people know what they should expect when they come and visit with their school board or their city council or their county board,\u201d he said.<\/p>\n<p>Foxx echoed the calls for a focus on communication and for local leaders to be \u201cdriven by a desire to be truthful to the public and true to the mission.\u201d<\/p>\n<p>\u201cYou try to make sure people understand that not only do you understand the dimensions of the problem at issue, but you also have ideas about how to solve that problem,\u201d he said. \u201cAnd as you\u2019re working to solve the problem, you\u2019re also communicating about how that\u2019s going. Sometimes you have to make mid-course adjustments in the course of trying to tackle a very difficult, thorny issue.
