                                        {"id":2589,"date":"2026-07-02T06:06:11","date_gmt":"2026-07-02T06:06:11","guid":{"rendered":"https:\/\/charlotterelocationguide.com\/?p=2589"},"modified":"2026-07-02T06:06:11","modified_gmt":"2026-07-02T06:06:11","slug":"robert-harrington-sworn-in-as-charlottes-mayor-what-he-said-in-first-remarks","status":"publish","type":"post","link":"https:\/\/charlotterelocationguide.com\/?p=2589","title":{"rendered":"Robert Harrington sworn in as Charlotte\u2019s mayor: What he said in first remarks"},"content":{"rendered":"<p><a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316219298.html\" rel=\"Follow\" target=\"_blank\">Robert Harrington<\/a> was sworn in on Wednesday as the <a href=\"https:\/\/www.charlottenc.gov\/Home\" rel=\"Follow\" target=\"_blank\">mayor of Charlotte<\/a>.<\/p>\n<p>Harrington, a trial attorney and <a href=\"https:\/\/www.ncbar.org\/explore-ncba\/about\/leadership\/board-of-governors\/president\/\">president of the North Carolina Bar Association<\/a>, <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315660315.html\" rel=\"Follow\" target=\"_blank\">succeeded Vi Lyles<\/a>, a five-term Democrat who was the second-longest serving mayor in Charlotte\u2019s history. She was also the first African-American woman elected to the office.<\/p>\n<p>Read more <a href=\"https:\/\/charlotterelocationguide.com\/?p=2587\">NC House and Senate vote for budget, with support and dissent from both parties<\/a><\/p>\n<p>Harrington\u2019s first comments as mayor stayed light and forward-looking without delving into the city\u2019s hot button issues.<\/p>\n<p>A good portion of his speech was spent giving thanks and turning the attention on others: the other applicants who applied for mayor, his family who supported him, the council that appointed him and the mayors who led before him.<\/p>\n<p>He portrayed himself as a mission-driven leader raised in a culture of service who can bring respect and order to city government. If there was a leading message underlying his speech, it\u2019s that he wants to build bridges and identify collective goals.<\/p>\n<p>\u201cI promise that I will wake up every morning for a year and a half thinking about Charlotte and looking forward to working with city council to make life even better here, for the 150-plus people who love here every day and for the folks who have lived and worked in Charlotte for generations,\u201d Harrington said.<\/p>\n<p>The city is facing a number of generational and politically charged decisions during his first months in office, which he made only indirect references to.<\/p>\n<p>Harrington ran through issues in brief without unpacking any in detail: public safety, affordable housing, transportation infrastructure, threats to public programming.<\/p>\n<p>\u201cThis city has faced challenges before and prior,\u201d Harrington said. It has overcome each time. \u201cThat resilience is no accident. It takes the kind of hard work to which we are all committed.\u201d<\/p>\n<p>John Wester is a partner at the mayor\u2019s law firm, Robinson Bradshaw, who claims partial credit for recruiting Harrington to work at the firm and move to the Queen City decades ago.<\/p>\n<p>One accolade Wester said Harrington doesn\u2019t get enough recognition for? He graduated from Duke Law School with high honors and was an Angier B. Duke Scholar in undergrad, the university\u2019s most prestigious merit program.<\/p>\n<p>\u201cI do know his record,\u201d Wester said. \u201cHe\u2019s an extraordinary mind with a character to match it.\u201d<\/p>\n<p>Kimberly Owens, the first-term District 6 leader, said she is \u201creally hungry for a parliamentarian.\u201d<\/p>\n<p>\u201cSomebody who understands process and understands how we can process our work in a more efficient fashion, and really drive some credibility of our decision-making,\u201d Owens said.<\/p>\n<p>She thinks Harrington will be that guy.<\/p>\n<p>Harrington was a somewhat known entity to Owens, who is also an attorney. She met with him a few times during the interview process to get a closer read.<\/p>\n<p>\u201cI hope I\u2019m right. I hope he is the measured, calm relationship builder that I believe that he is,\u201d Owens said.<\/p>\n<p>Harrington took questions from a gaggle of news outlets after his speech. He talked about the <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316317181.html\" rel=\"Follow\" target=\"_blank\">North Carolina legislature\u2019s budget proposal<\/a>, the anniversary of Iryna Zarutska\u2019s fatal stabbing and the airport. He didn\u2019t offer specific opinions about any hot-button issues beyond saying they would be a focus for him as he takes office.<\/p>\n<p>One of the most notable items in the budget proposal released Tuesday is a provision requiring Charlotte and other towns<a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316326620.html\" rel=\"Follow\" target=\"_blank\"> to pay back money already spent by the N.C. Department of Transportation<\/a> if they voted to withdraw their support for new Interstate 77 tolls. Harrington said he\u2019s still reading the budget, but is aware of the proposal and will respond to it after taking a closer look.<\/p>\n<p>Harrington said Wednesday he\u2019s going to focus on residents\u2019 perceptions of safety Charlotte approaches the one-year anniversary of Zarutska\u2019s killing.<\/p>\n<p><a href=\"https:\/\/www.charlotteobserver.com\/news\/local\/article312019786.html\" rel=\"Follow\" target=\"_blank\">Zarutska<\/a>, a Ukrainian refugee, was fatally stabbed Aug. 22 while riding Charlotte\u2019s Blue Line light rail train home. Video of the stabbing spread quickly online after its release, creating national scrutiny on public safety in Charlotte. <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article314830300.html\" rel=\"Follow\" target=\"_blank\">Zarutska\u2019s mother<\/a> attended President Donald Trump\u2019s State of the Union Speech earlier this year.<\/p>\n<p>Harrington also called Charlotte Douglas International Airport the \u201ccrown jewel\u201d of the city. And Harrington will face the significant task of helping the city <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article315858365.html\" rel=\"Follow\" target=\"_blank\">negotiate American Airlines\u2019 lease<\/a> at the airport. The airline counts Charlotte as one of its hubs, and the city announced a one-year extension of its Airline Use and Lease Agreement in May just before its 10-year agreement expired. That gives the parties more time to hammer out a long-term plan.<\/p>\n<p>Swearing in speeches are, quite naturally, aspirational. They\u2019re about all the good things ahead, and they\u2019re also often about change. The new person is going to do things differently. Things will not only be good, but better.<\/p>\n<p>Then there are swearing in speeches for interim officeholders, like today\u2019s from Rob Harrington. He\u2019s replacing a popular and long-serving mayor in Vi Lyles, and his gig is temporary. So his job Wednesday &#8211; as it will be moving forward &#8211; was not to shake things up, but to be a bridge from one strong leader to the next.<\/p>\n<p>To that end, he thanked the City Council for picking him, then eloquently praised Lyles, then rhetorically asked the question everyone has been asking: \u201cWho is this guy, Rob Harrington?\u201d<\/p>\n<p>Then he talked about his priorities for the next 18 months.<\/p>\n<p>\u201cI promise to lead with these three lenses: Trust, order and efficiency, and respect,\u201d he said.<\/p>\n<p>And: \u201cWe must continue to show respect, and a little grace, to our constituents and each other.\u201d<\/p>\n<p>For those who think that\u2019s a little underwhelming, a reminder: Charlotte has a \u201cweak mayor,\u201d meaning that the power of city government resides largely with the City Council and city manager. The mayor has limited power, although that hasn\u2019t stopped previous mayors, including Lyles, from using their pulpit to guide policy and council members. That will be challenging for Harrington, already a lame duck mayor, but he does have the opportunity to do what he suggested Wednesday and has spoken about previously &#8211; rebuild trust and transparency between members of council, city staff and the public.<\/p>\n<p>Columnist Paige Masten <a href=\"https:\/\/www.charlotteobserver.com\/opinion\/article316231503.html\"><u>wrote about that opportunity<\/u><\/a> when Harrington was selected by Council.<\/p>\n<p>Read more <a href=\"https:\/\/charlotterelocationguide.com\/?p=2585\">Hornets free agency: All is quiet following trades of LaMelo Ball, Miles Bridges<\/a><\/p>\n<p>Harrington pledged to lead with trust, efficiency and respect.<\/p>\n<p>He detailed those priorities further as:<\/p>\n<p>Each of those have been points of frustration in city leadership in the twilight of Lyles\u2019 tenure. Harrington pledged in his application that he would not serve beyond the final 18 months of Lyles\u2019 term. And City Council members often prioritize a willingness to only serve an interim term and not run in the next election when evaluating applicants.<\/p>\n<p>Harrington highlighted affordable housing, public safety and transportation as a few of the issues ahead.<\/p>\n<p>\u201cThank you, Rob,\u201d District 7 Councilman Ed Driggs shouted from the audience as Harrington ended his speech.<\/p>\n<p>After being sworn in as mayor, Harrington gave his first speech from the floor of the Charlotte-Mecklenburg Government Center\u2019s council meeting room. He thanked Lyles for her years of service.<\/p>\n<p>\u201cSo who is this guy Rob Harrington? That\u2019s a reasonable question for many,\u201d Harrington said.<\/p>\n<p>He was born in Florence, S.C., two hours away, without a lot of money but a value for education and dedication to service, he said.<\/p>\n<p>\u201cService is the rent we pay for living on this earth.\u201d<\/p>\n<p>He moved to Charlotte 27 years ago and said those same values were reflected in the city. He calls several former mayors his friends: Harvey Gantt, Richard Vinroot and Lyles.<\/p>\n<p><a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article316247453.html\" rel=\"Follow\" target=\"_blank\">The Charlotte Observer\u2019s Nick Sullivan wrote a full profile about Harrington<\/a> last month and talked to people who know the new mayor well.<\/p>\n<p>Robert Harrington was sworn in as Charlotte\u2019s mayor shortly after 11 a.m. He placed his hand on a Bible held by Chief Superior Court Judge Carla Archie.<\/p>\n<p>He received a standing ovation before Rev. Clifford Jones, pastor at Friendship Missionary Baptist Church, gave a prayer asking leaders to \u201cwear with integrity the cloak of responsibility, for the last, the marginalized, the disenfranchised. For all who are not able to sit in a room and be in a room that\u2019s comfortable, cool, among friends and coworkers, people who care.\u201d<\/p>\n<p>Mayor Vi Lyles made the rounds, greeting attendees before beginning an introduction to the swearing in. Today is her last day in city government after a career spanning decades and several positions, from assistant city manager to City Council member to, now, mayor.<\/p>\n<p>\u201cThis is a very, very different time for me, but one that I am so grateful to have. I want you to know this city has given me so much more than I could ever have anticipated,\u201d Lyles said.<\/p>\n<p>She called Harrington a \u201cgreat friend\u201d and that she\u2019s confident the city\u2019s future is going to be \u201cin the best hands ever.\u201d<\/p>\n<p>The room filled out with few minutes to go. The front row is reserved for council members, who will not be seated at the dais for today\u2019s ceremony. Eight of the 11 council members are in attendance: Graham, Dimple Ajmera, LaWana Mayfield, Renee Johnson, Driggs, JD Mazuera Arias, Kimberly Owens and James \u201cSmuggie\u201d Mitchell.<\/p>\n<p>Malcolm Graham, who represents District 2, is the first City Council person to show up for the swearing-in ceremony. He said the ceremony would be brief and mostly just \u201cfamily friends and council members saying \u2018good luck\u2019 and wishing him well.\u201d<\/p>\n<p>July is the ideal time for Harrington to start because the council will be on a monthlong summer break.<\/p>\n<p>\u201cIt\u2019s a good time for him to take up on a wide variety of issues that will be on his desk in about an hour.\u201d<\/p>\n<p>With the city\u2019s first change at mayor in nearly a decade, a test on the long term strength of Lyles\u2019 bridge building between public and private sectors along with the business community could be put to the test.<\/p>\n<p>In a <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315772829.html\" rel=\"Follow\" target=\"_blank\">piece from the Observer in May<\/a>, Greg Asciutto, executive director of community nonprofit CharlotteEAST, said the mayor has long been a dependable vote for corporate groups and developers.<\/p>\n<p>Stability is one of her greatest attributes, and she has helped the city ride a wave of economic prosperity, he said. But some parts of the city feel left behind by that prosperity, and it has created a tension between a \u201cgrowth-at-all-costs\u201d mindset and the people who haven\u2019t been on the right side of the growth, Asciutto said. The two interests haven\u2019t been remotely balanced, he said.<\/p>\n<p>Meanwhile, Tariq Bokhari, a former City Council member for District 6, called Lyles a \u201clarge corporate-infused leader\u201d with close working relationships to big names like Hugh McColl, the first CEO of Bank of America, and Eugene Woods, CEO of Atrium Health\u2019s parent company. \u201cShe\u2019s not like your average mid- or small-sized business person,\u201d Bokhari said. \u201cThe boosters, the Chamber.
