Here\u2019s a look at the schedule.<\/a><\/p>\n<p>The measure also could block NCDOT from removing the project from its prioritization list until next year, according to a copy obtained by The Charlotte Observer.<\/p>\n<p>Sen. Vickie Sawyer, a Republican <a href=\"https:\/\/www.ncleg.gov\/Members\/Biography\/S\/405\" rel=\"Follow\" target=\"_blank\">representing Iredell and part of Mecklenburg County<\/a>, is named at the top of an amendment to a tangential bill being debated by the General Assembly. <a href=\"https:\/\/charlotterelocationguide.com\/wp-content\/uploads\/2026\/06\/13d555026464e2452e10b8988c05da11.pdf\" rel=\"Follow\" target=\"_blank\">House Bill 1094<\/a> would require an audit of NCDOT\u2019s ferry division.<\/p>\n<p>It comes after Charlotte Regional Transportation Planning Organization <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article315831227.html\" rel=\"Follow\" target=\"_blank\">revoked its support for the $3.2 billion project\u2019s funding agreement<\/a> last month in a major reversal. NCDOT had spent $60 million before the CRTPO pulled the plug.<\/p>\n<p>The Sawyer amendment could require local governments that voted in favor of rescinding support to divide that cost among themselves based on the value of their weighted CRTPO votes. Charlotte, Mecklenburg County, Davidson, Monroe, Cornelius, Matthews, Mint Hill, Huntersville and the Metropolitan Transit Commission representatives all voted to rescind and could shoulder the cost.<\/p>\n<p>Charlotte\u2019s vote held the most weight at 41%.<\/p>\n<p>NCDOT also would withhold state aid from local governments and would not start new transportation projects on the prioritization list until those governments repaid the costs, according to the bill amendment.<\/p>\n<p>The changes aren\u2019t a certainty because the bill hasn\u2019t passed or had the amendment attached to it yet.<\/p>\n<p>The city of Charlotte said in a statement it is \u201creviewing the draft amendment to understand potential impacts.\u201d Sawyer did not immediately respond to a request for comment.<\/p>\n<p>Monroe Mayor Robert Burns was against rescinding the project\u2019s funding, and his city\u2019s representative voted for rescinding it. He\u2019s upset Monroe might now be on the hook.<\/p>\n<p>\u201cSo many individuals in government &#8230; they don\u2019t think through these issues, and they took a victory lap way too soon. And it\u2019s very unfortunate,\u201d Burns told the Observer. \u201cThe turning down of the I-77 was going to affect our city, and here\u2019s just step one.\u201d<\/p>\n<p>A private company was supposed to field most of the I-77 expansion cost and recoup money over time through toll lanes. NCDOT pledged $600 million toward the project, plus an additional $100 million to be spent on transportation projects of the city\u2019s choosing.<\/p>\n<p>In the aftermath of the rescission, NCDOT said the project would be removed from the state\u2019s transportation improvement prioritization list and Charlotte would lose the $700 million state commitment.<\/p>\n<p>Sawyer\u2019s draft amendment could prevent the state department from taking any of those actions until Jan. 1.<\/p>\n<p>NCDOT planned to <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article314849080.html\" rel=\"Follow\" target=\"_blank\">add toll lanes to an 11-mile stretch<\/a> of I-77 from uptown to the South Carolina border. It\u2019s a project that\u2019s been in the works since 2007. And funding was approved in 2024.<\/p>\n<p>Read more <a href=\"https:\/\/charlotterelocationguide.com\/?p=1457\">Extradition hearing delayed in NC Sun Drop murders cold case<\/a><\/p>\n<p>I-77 South, according to NCDOT, has the state\u2019s highest congestion levels, seeing over 160,000 cars a day. The toll lanes would address congestion and crashes, NCDOT said.<\/p>\n<p>But <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article312602356.html\" rel=\"Follow\" target=\"_blank\">residents heavily opposed<\/a> the I-77 South project after NCDOT released <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article312884952.html\" rel=\"Follow\" target=\"_blank\">preliminary designs for the roadway in November<\/a>. Those designs showed roadways through people\u2019s homes, <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article315025952.html\" rel=\"Follow\" target=\"_blank\">particularly in historically Black neighborhoods<\/a> that have borne the cost of growth before.<\/p>\n<p>Residents wanted to see more transparency and engagement from NCDOT.<\/p>\n<p>And the agency tried. It opened a community engagement center and <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article315758342.html\" rel=\"Follow\" target=\"_blank\">held several community benefits meetings<\/a>. But the<a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315846926.html\" rel=\"Follow\" target=\"_blank\"> trust between residents and NCDOT was already lost<\/a>, according to Charlotte City Councilman Malcolm Graham.<\/p>\n<p>Some members of Charlotte City Council heard residents\u2019 complaints. Council <a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article315714047.html\" rel=\"Follow\" target=\"_blank\">revoked its approval<\/a> of the funding in a narrow vote on May 11. CRTPO <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article315831227.html\" rel=\"Follow\" target=\"_blank\">followed suit on May 20<\/a>.<\/p>\n<p>Fear of unknown repercussions, specifically from the General Assembly, was part of CRTPO member and Mineral Springs\u2019 Mayor Rick Becker\u2019s reasoning <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article315831227.html\" rel=\"Follow\" target=\"_blank\">for not dissolving the funding agreement<\/a>.<\/p>\n<p>Becker called the move \u201crisky\u201d during CRTPO\u2019s meeting last month, adding that the General Assembly could take over the project altogether, leaving the people living along the corridor and who use the corridor in a worse predicament.<\/p>\n<p>Charlotte City Council member Ed Driggs specifically cautioned that the state could try to recoup what NCDOT has already spent.<\/p>\n<p>\u201cI would have the feeling that the state was justified in thinking that the behavior of the city was unreasonable because of the costs and the benefits and the balance of the whole thing,\u201d Driggs previously told the Observer.<\/p>\n<p>N.C. Board of Transportation at-large member Stephen Rosenburgh has stated repeatedly that <a href=\"https:\/\/www.charlotteobserver.com\/news\/business\/article315190325.html\" rel=\"Follow\" target=\"_blank\">the move to rescind would look bad for the region<\/a> and could have consequences.<\/p>\n<p>\u201cThis road is the economic lifeline for this region, not just Charlotte,\u201d Rosenburgh said during the CRTPO meeting. \u201cIn my personal opinion, it would not look favorably on the city of Charlotte turning down $700 million.\u201d<\/p>\n<p>But proponents of revoking the funding agreement said they couldn\u2019t operate under hypotheticals.<\/p>\n<p>John Higdon, CRTPO member and the mayor of Matthews, believed it would be unlikely the state legislature would get involved in Charlotte\u2019s affairs.
